Arthur O. Eve Higher Education Opportunity Program

The Arthur O. Eve Higher Education Opportunity Program (HEOP) was created in 1969 by the New York State Legislature to help academically and economically disadvantaged New York residents gain access to the state's private colleges and universities.

The Arthur O. Eve Higher Education Opportunity Program (HEOP) helps academically and economically disadvantaged New York residents gain access to the state's private colleges and universities.

If qualified, you can receive HEOP support for up to five years, and the program can be combined with other types of financial aid and scholarships. HEOP support includes academic, financial, personal, and career counseling to help you achieve your higher education goals.

To apply for the HEOP program, check the box on the St. John Fisher University application.

HEOP and its activities are supported by the New York State Education Department and St. John Fisher University.

Hear what Fisher students appreciate most about the Arthur O. Eve Higher Education Opportunity Program.

Pre-First-Year Summer Program

All incoming HEOP pre-first-year students take part in an intensive five-week summer program, which orients students to life at Fisher and helps prepare them for their academic careers. The purpose of this program is to assist students in making the academic, social, and personal adjustments that are essential for educational success. The pre-first-year program offers a variety of developmental courses and workshops. Courses consist of study skills, mathematics, writing, and biology. Workshop topics include college life, financial aid, choosing a major, personal concerns, career planning, and money management.

Counseling and Advisement

Many first-year college students experience problems in their new environment. To help ensure success, the Academic Opportunity Program Office maintains a full-time counseling and advisement staff. This means that all HEOP students may receive individual and group counseling on a variety of topics vital to college success, including academic, personal, social, and career development.

Tutoring Program

Tutoring services are available to all students through Fisher's Center for Career and Academic Planning and Math and Writing Center without cost.

HEOP has provided me the opportunity to pursue higher education. Our advisors are approachable and provide academic support, encouragement, and mental health support. Without HEOP I would not be able to pursue a college degree. ”
